Set up community conversations where the ideas of many in the community can be explored. The conversations can be held in the library and in other locations in the community. Encourage the participants in the conversations to talk about what they want to see for their community. What would make the community a better place to live? See what ideas continue to be mentioned. Identify unmet community needs; these could be very specific needs or could just be the need for enrichment.

Do periodic surveys to find out what the library is doing right and what is missing that the library might be able to do. Sometimes people have ideas for community events, but they never think of the library. So the surveys have to be worded in such a way as to encourage responses that at first may seem not to be something the library can do.
